A seruak killer appears in Burman City. one-by-one, bodies are turning up in bodies of water. Concerned that the rash of child slayings might harm her city's chances of securing a football franchise. Mayor Hackett(Elizabeth Shepherd) puts pressure on police and in turn demands that gumshoes Ed Delongpre (Dennis Hopper) and Michael McGivern (Frederic Forrest)solve the crime in a scant 48 hours. So while the force has Delongpre, the crime lords call in a specialist of their own......Johnnie Gault (Tom McCamus), the one man they can trust to find the killer and eliminate him. Neither becoming friends nor working together. They operate independently. The climax occurs as Johnnie and Delongpre both find leads directly to this man. Milo, As the storm breaks, Milo is leading another victim and Delongpre must work together, to save themselves, and each other.
